Tips for working on your Johnson outboard fuel pump:
1. Check the fuel pump filter. The fuel filter could be clogged or otherwise blocked. If it is, take it out and clean it. Make sure it is DRY before you put it back in. On some models, the Johnson fuel filter will be fitted on the pump inlet from the carburetor. If you don't see the fuel filter there, it might be in its own housing attached to the fuel pump.
2. Make sure the fuel pump is attached tightly to the engine. Make sure the bolts attaching it to your Johnson outboard are tight. If your outboard won't start, take off the pump cover and replace the pump diaphram.
3. Check your spark plug. Yeah, you probably already tried this but what did your spark plug look like? If it was wet, your pump is working but it might be pumping either too much or not enough. Look at the choke plate and make sure your choke isn't jammed full open or fully closed. If your choke is open you've probably flooded the engine and will have to let it dry out. If it is fully closed the motor is probably starved. With the plate off, pull the choke in and out and make sure it works in both positions.
4. Fiddle with the idle adjustment; if the motor starts weak and quickly dies you might need to run it a little richer. If it starts but it revs too high or runs hard then chokes, cut it back a little.
